Rachel Moyer, LPC, CAADC, serves as the Associate Director of Integrated Behavioral Health for Penn State Athletics, where she provides specialized mental health services to Division I student-athletes while helping advance an integrated approach to athlete health and well-being. In addition to providing individual therapeutic support, Rachel oversees the department's behavioral health internship program, leads substance use prevention and intervention initiatives, provides consultation to coaches and athletic department staff, and designs and delivers team-based mental skills training. As both a licensed professional counselor and certified advanced alcohol and drug counselor, she works at the intersection of clinical mental health, athlete wellness, and performance.
A former Penn State Harrisburg women's basketball student-athlete, Rachel earned her bachelor’s degree in psychology before completing graduate degrees in Counseling and Mental Health from the University of Pennsylvania and McDaniel College. She has been a Licensed Professional Counselor (LPC) and Certified Advanced Alcohol and Drug Counselor (CAADC) since 2019.
Rachel brings extensive experience across collegiate athletics, substance use treatment, community mental health, crisis intervention, and behavioral health programming. Throughout her career, she has provided clinical care in residential treatment, outpatient substance use programs, alternative education, private practice, and integrated behavioral health settings. Prior to joining Penn State Athletics, she directed an experiential learning program serving at-risk youth, developing innovative programming centered on leadership, resilience, trust, teamwork, and personal growth. She also coordinated school-based substance use services across several PA counties, partnering with families, schools, and community providers to improve access to care, prevention, and early intervention.
In addition to her clinical work, Rachel has also spent eight years coaching high school girls' basketball and serves as an adjunct instructor in the Clinical Mental Health Counseling graduate program at Lebanon Valley College, where she helps prepare the next generation of mental health professionals.
Rachel is passionate about creating authentic, trusting relationships with the individuals she serves and believes that mental wellness is the foundation for sustainable performance, leadership, and long-term success. Her work is grounded in helping athletes and high performers not only achieve excellence in their chosen pursuits but also build healthy, meaningful lives beyond them.
